It's hand-wavy because getting it decentralized is not the first goal. As people working with blockchain are constantly noticing, the UI seems to be the biggest obstacle. Even most blockchain projects are putting off decentralization as a long-term goal.

Through a lot of testing and experimentation, I've seen that it will take a lot of testing of ideas with users and with different kinds of debates before we're ready to fully solidify the model, and then start considering decentralization strategies. Until then, I expect that the technology will have matured and consolidated quite a bit — yet another reason I'm putting off that part of the design.
